Acted as Virginia co-counsel in a public- private partnership involving a "trash-to-cash" Resource Recovery Facility, preparing the legal analyses concerning the interrelationship between federal, state and local jurisdictions and also opined on other constitutional, municipal, and civil law matters.
Became a lead counsel in preparing a public private partnership proposal to relocate the infamous and now closed Lorton Penitentiary, in Lorton Virginia. Had primary responsibility for identifying the federal, regional, state and local processes necessary to win approval of the proposal, prepare legal analyses and legal strategies for the project and interphase with a wide range of professionals, including architects, investment bankers, lobbyists, and prison experts. |
